Mandate

The Mandate of CCBL&D is enshrined in the University Statutes (Kumasi Technical University, 2020) and are as follows:

  • Be a one-stop resource centre providing agencies, organizations, and individuals with a complete range of services relating to competency-based learning and development, and human capital management. 
  • Provide a Workforce Skills Qualifications (WSQ) Advanced Certificate in Training and Assessment (ACTA), a train-the-trainer programme to train course developers, trainers/facilitators and assessors to develop and conduct competency-based training programmes and assessments. 
  • Provide Human Resource WSQ programmes which focus on training Human Resource Professionals to develop and implement a competency-based framework within the organization for HR management and development. 
  • Developing competency framework (for organizational, departmental and/or functional levels).
  • Developing professional profiles for different job roles. 
  • Developing competency standards to meet organizational needs. 
  • Developing competency-based training programmes, including classrooms, on-the-job and e-learning programmes (WSQ and non-WSQ). 
  • Developing assessment plans (WSQ and non-WSQ). 
  • Providing independent assessment services 
  • Providing consultancy in setting up WSQ and non-WSQ competency-based training and assessment centres. 
  • Converting non-competency-based training programmes to competency-based training programmes. 
  • Converting and aligning the company’s existing training programmes to WSQ training programmes. 
  • Providing consultancy and training on the use of WSQ Frameworks for human capital development and management. 
  • Customizing competency-based training to meet the University’s needs.
